Advancement is the process by which youth members of the Boy Scouts of America progress from rank to rank in the Scouting program. Everything done to advance and earn ranks should be designed to help the young person have an exciting and meaningful experience. A fundamental principle of advancement in Scouting is the growth a young person achieves as a result of his/her participation in the program.
The district advancement committee implements procedures that help achieve the following advancement principles:
· Personal growth is the prime consideration in the advancement program
· Learning by doing
· Each youth progresses as his or her own rate
· A badge is recognition of what a young person is able to do, not merely a reward for what he or she has done
· Advancement encourages Scouting ideals
The committee motivates and trains unit leaders and unit committee members in the advancement program and is responsible for:
· Setting district advancement goals
· Helping units establish and maintain an active advancement program
· Recruiting and training an adequate group of merit badge counselors
· Maintaining a current list of merit badge counselors
· Providing assistance in Eagle Scout advancement, including Eagle Scout boards of review
· Providing recognition to district youth members and Scouters
· Providing program resources for the unit
The district advancement committee meets every two months or more often as required.
